Everett keeps its electrical permits at city hall
Washington's default answer to who issues an electrical permit is the state, through L&I. Everett is one of the exceptions: L&I's own jurisdiction page says it does not issue permits or do inspections in the cities it lists, and Everett is on that list. The city runs its own electrical program, with applications and inspection requests moving through its online permitting portal and the same Permit Services counter that handles the building side. So the first fact of any Everett project is simple: the permit lane starts and ends at city hall, not in Tumwater.
We treat that lane as part of the electrical work, not an errand around it. Request an Estimate to put a project in front of us, or call (206) 718-3047 and we will talk through what the city program means for your particular job.
One desk, and a one-hour phone window
Everett publishes the details a project actually runs on. Permit Services answers at 425-257-8810 during posted counter hours, and the inspectors take calls in a narrow morning window, Monday through Friday from 7:30 to 8:30 a.m. That window is scheduling information, not an inconvenience: a question for an inspector gets asked early or it gets asked through the permit record. Our habit in city-program towns is to keep everything on the record in the portal, so status is a lookup rather than a memory, and to have the inspection question ready before the window opens instead of hoping for a callback after it closes.
The rulebook does not change at the city line
A city-run program is an administrative fact, not a different code. Washington's adopted electrical code, currently the 2023 NEC through WAC 296-46B, holds in Everett exactly as it does in an L&I town. What changes is who plan-reviews, who inspects, and which portal holds the paper trail. That distinction matters when a correction notice arrives: the fix is written against the same code either way, but the conversation about it happens with a city inspector working city hours.
The county's biggest city, and its rental half
The state OFM's April 2026 estimate puts Everett at 114,900 people, the largest city in Snohomish County, with 49,710 housing units, up from 38,512 in 2000. The census tabulations behind city-data's profile add the texture: a median house built in 1976, a median apartment built in 1982, and 53 percent of occupied homes rented rather than owned. For intake, those numbers turn into two standing questions. First, who authorizes the work, because in a majority-renter city the person reporting a problem is often not the person who can approve fixing it. Second, what era the wiring is from, because a 1976-vintage bedroom circuit predates the arc-fault protection the code began requiring in 2002, and a panel of that age deserves a hard look before new load lands on it. The frequent routes here are panel upgrades and troubleshooting and repair, with rewiring close behind in the older blocks.
Snohomish County PUD owns the meter side
Power in Everett comes from Snohomish County PUD, which says its territory covers about 2,200 square miles, all of Snohomish County plus Camano Island, and that it is the largest of Washington's public utility districts. A PUD county divides responsibilities cleanly: the city inspects the wiring on your side, the PUD owns the service connection and the meter, and an outage call belongs to the PUD rather than to anyone's permit desk. A service upgrade touches both organizations, so our written scope names which parts are ours, which are the city's to inspect, and which wait on the PUD, before any of the three becomes a surprise.
The far north of our range, said plainly
Priority Electric is based in Bonney Lake, in Pierce County, and Everett sits at the northern edge of the service area. We would rather say that than let a map imply otherwise. In practice it means Everett work is scheduled into planned windows instead of same-day swings, trips get grouped so travel does not quietly become your cost, and the written scope, with its own number and a call before anything is added to it, does the coordinating that distance would otherwise undo.
None of this applies to an emergency
Smoke, sparking, a breaker panel hot to the touch, or a shock from any fixture: leave the area and call 911 first. A block-wide outage is a PUD call, not a permit conversation. For a worrying-but-stable symptom, note which rooms and equipment are affected and what changed before it started, and leave the panel cover in place until someone qualified opens it.
Bring the address and the portal status
Request an Estimate with the address, the project, and any existing permit record number, or call (206) 718-3047. In a city that runs its own program, those details are the opening move, and we know what to do with them.

Common questions
Who issues electrical permits in Everett?
The City of Everett does. L&I's city-jurisdiction page says it does not issue permits or do inspections in the cities it lists, and Everett is on that list. Applications and inspection requests go through the city's online permitting portal.
Does Washington's electrical code still apply under a city program?
Yes. The state's adopted code, currently the 2023 NEC through WAC 296-46B, applies in Everett as it does statewide. A city-run program changes who reviews and inspects, not which rulebook the work is held to.
Who supplies the electricity, and who handles an outage?
Snohomish County PUD, which says it serves all of Snohomish County plus Camano Island. Outage and service-connection questions go to the PUD; permit and inspection questions go to the city.
Is Everett inside your normal working range?
It is the northern edge of it. Priority Electric is based in Bonney Lake, in Pierce County, so Everett work is scheduled in planned windows rather than same-day swings, and every job carries a written scope before anyone drives north.
What should happen before any permit talk in an emergency?
Call 911 for smoke, sparks, or shock. Report a wider outage to Snohomish County PUD. Neither of those waits for a portal login or an estimate reply.

Denis at Priority Electric LLC delivered an outstanding experience from start to finish. We hired him to completely replace all the lighting in our kitchen, including updating the old fixtures and replacing all the recessed can lighting in the ceiling. What truly set Denis apart was his customer-focused approach. Before committing to the full ceiling job, he offered to install a complimentary can light as a test run. This allowed us to see the final look and brightness, which was incredibly helpful in making our final decision. The quality of the work was impeccable and fully met our expectations, and we found his pricing to be very fair for the scope of the project.
